STATE ELECTION COMMISSION, NAGALAND

The Commissioner, Nagaland is also the State Election Commissioner. The State Election Commission is a Statutory Body that came into existence through the 73rd and 74th Amendment of the Constitution of India to conduct elections to Rural and Urban Local Bodies in the States. It was constituted under the provisions of Article 243K read with Article 243ZA of the Constitution of India.

 

In accordance with the above Constitutional provisions, the Nagaland Municipal Act, 2001, was enacted by a Legislation for the first time and published in the Nagaland Gazette (Extraordinary) vide Notification No.LAW/Act-61/2001 dated Kohima the 18th October 2001.

 

The Act came into force in the entire State of Nagaland with effect from 20th December, 2002 vide Notification No.TC/HOME-7/2001 dated 19th December, 2002, issued in exercise of the power conferred under Section 1(iii) of the Act. With this, the Assam Tribal Areas (Administration of Town Committees) Regulation, 1950 (Regulation VI of 1950) stood repealed with effect from 20/12/2002 as per provision under Section 484 of the Act.

 

But the 9 (nine) Town Committees in the State constituted as provided in the Naga Hills District (Constitution of Town Committees) Rules, 1954 framed under the Assam Tribal Areas Regulation of 1950 continued to function in terms of section 484 of the Act till the Municipalities were constituted in accordance with the provisions of this Act.

 

The State Election Commission was constituted in the State of Nagaland with effect from 04th August 2003, vide State Govt. Notification No.TC/HOME-7/2001 (Pt 1) (A) dated 04th August, 2003. The State Election Commission is a Single Member Body consisting of the State Election Commissioner. As per Government Notification dated 04th August 2003, the Commissioner, Nagaland was appointed as the State Election Commissioner, Nagaland  and the 1st General Election was successfully conducted in December 2004 in 2 (two) Municipal Councils (excluding Mokokchung) and 16 (sixteen)Town Councils. The last General Election to constitute the Municipal Councils and Town Councils was announced on 04/10/2016 but was cancelled on the day of election.

 

Nagaland Municipal Act was later amended in 2006, also incorporating 33% women reservation in accordance with the provisions contained in Article 243T of the Constitution of India.

At present there are 3 (three) Municipal Councils, 36 (thirty six) Town Councils and 5 (five) Urban Station Committees.

  3. Dimapur Municipal Council.

  2. Zunheboto Town Council.
  3. Tuensang Town Council.
  4. Mon Town Council.
  5. Pfutsero Town Council.
  6. Peren Town Council.
  7. Medziphema Town Council.
  8. Chumukedima Town Council.
  9. Longleng Town Council.
  10. Tuli Town Council.
  11. Changtongya Town Council.
  12. Naginimora Town Council.
  13. Kiphire Town Council.
  14. Tseminyu Town Council.
  15. Phek Town Council.
  16. Jalukie Town Council.

 

In addition, 13 (thirteen) Town Committees have been upgraded to full-fledged Town Councils in 2016 namely:

 

  1. MangkolembaTown Council.
  2. LongkhimTown Council.
  3. BhandariTown Council.
  4. Tobu Town Council.
  5. TizitTown Council.
  6. East Dimapur Town Council.
  7. Tening Town Council.
  8. Pungro Town Council
  9. Chozuba Town Council.
  10. Shamator Town Council.
  11. Aboi Town Council.
  12. Noklak Town Council.
  13. Meluri Town Council.

As per Government Notification dated 13th November 2019, 7 (seven) more Towns were declared as Town Council Areas, namely:

 

  1. Seyochung Town Council.
  2. Niuland Town Council.
  3. Tamlu Town Council.
  4. Aghunato Town Council.
  5. Atoizu Town Council.
  6. Satakha Town Council.
  7. Chiephobozou Town Council.

 

 

 

C. 5 (Five) Urban Station Committees were created in 2016 namely:

  1. Tzudikong.
  2. Chuchuyimlang.
  3. Yisemyong.
  4. Ahthibung.
  5. Chessore.

 

*Summary Revision of Electoral Roll for all the Municipal/Town Council is carried out before each General Elections and Bye Elections. The last Special Revision of Electoral Roll was done on 2016.
