The district administration is responsible for grant of permits only of the following categories:
- Inner Line Permits (ILP): to non-local Indian citizens for entry into the state beyond the inner line. There are two
categories under this permit, the first is for tourist and is valid for 15 days. The second is for working/business persons and is valid for 3 (three) months. Fees as prescribed by the Government are charged depending on the category of permit applied for. - Special Inner Line Permit (Special ILP): to Catholic Christian Missionaries who are Indian citizens for entry into the state
beyond the inner line. This permit is valid for 2 (two) years. An amount of Rs.200/- (Rupees Two Hundred) only per permit is charged as administrative charges.
3. Online Inner Line Permit (ILP) for Tourist:
The Government vide Notification No.CON-3/PAP/65/10 dated 08/11/2019 introduced the provision for online application and issuance of ILP for domestic tourists visiting Nagaland. As per the notification, Commissioner, Nagaland has been
authorized for approval and issue of online ILP for domestic tourists. A separate and dedicated ILP Cell has been set up at Commissioner’s office for prompt disposal/approval. The present system of online ILP has eased the procedure for obtaining ILP to domestic tourists which first started in the month of December 2019 during Hornbill Festival. In December 2021, online ILP
services was extended to Foreign tourists as well.
- Gun Licence: At present issuing of gun licences is banned all over the state, though, this was earlier
issued by the District Administration. - Gaon Buras (GB) Corpus Fund: GBs are village elders authorized by the Government who act as agents
of the government at the grassroots level and assists the DC in peaceful administration of
the villages. They have been playing a vital role in assisting the governance of the state since the time of British administration and are still a vital component of the Government. The Government has introduced a Corpus
Fund Scheme for the GBs and under this Scheme, GBs are entitled to certain pecuniary benefits, on retirement or death (as the case may be), as given below:
a. Rs.10, 000/-(Rupees ten thousand) only provided he has rendered
continuous voluntary service as GB for a minimum period of 10 years.
b. Rs.15, 000/-(Rupees fifteen thousand) only provided he has rendered
continuous voluntary service as GB for a minimum period of 15 years and
above.
c. Rs. 20,000/- (Rupees twenty thousand provided the GB has rendered continuous voluntary services for a
period of not less than 20 (twenty years).
d. Provided that in respect of those GBs who have served more than 20 (twenty) years, for every 10 (ten) years of continuous service beyond 20(twenty) years, an additional amount of Rs. 5000/- (Rupees five thousand shall be admissible).
The State Level Board headed by Commissioner Implements the Corpus Fund based on the
